Senior Citizen Permit for Council Car Parks
What this permit allows you to do
A senior citizen's permit allows you to park within Council car parks for two hours at a time, once a day.
Cost: £40 per year
All Council permits are ‘virtual’ permits. You will not receive a paper permit to put in your car.
Step 1: Check you are eligible
You can apply for this permit if all these apply to you:
- you are in receipt of Housing Benefit or Council Tax Support - which is a means-tested benefit
(Please note, this does not include the 25% single occupancy reduction) - AND you are a resident of St Albans City and District
- AND you are over 66 years old and the registered owner of the vehicle

Terms and Conditions
Qualification – to qualify for a Senior Citizen parking permit you must:
- a resident of St Albans City and District and
- over 66 years old and the registered owner of the vehicle and
- in receipt of Housing Benefit or Council Tax Support - this does not include the 25% single occupancy reduction
Please note:
- Permits can only be issued to a vehicle up to 5.25m in length and 2.28m in height and a maximum of 8 seats. If a permit is issued and the vehicle is found to exceed these specifications, the permit will be withdrawn.
- Purchasing this permit does not guarantee you a space at a car park.
Application Criteria – Proof
You must provide proof of your age. You will be able to scan your proofs (or take a photo of them) as part of this application and upload them to your online account. The following documents will be acceptable and must be in name of applicant):
- Driving Licence
- Department Works Pensions - Pension Letter dated within last 12 months.
- Copy of vehicle registration document.
Permits are not valid until your eligibility has been approved.
Senior Citizens Permit Conditions of Use
- Permits allow up to 2 hours free parking at all St Albans and District Council car parks. A full list of car parks can be found at https://www.stalbans.gov.uk/car-parks-and-street-pay-and-display.
- Permits can only be used once per day.
- When parking at surface car parks (excluding Drovers and Russell) the permit must be displayed alongside the clock. It is the accounts holder’s responsibility to ensure the permit and clock are correctly displayed.
- At Drovers and Russell car parks, the account/permit holder must validate their ticket before leaving.
- The account/permit holder be present to validate the ticket.
- The vehicle must be parked within the confines of the parking space.
- Permits are not transferable and can only be used by the registered account holder.
- A parking permit does not entitle the holder to park in a suspended bay.
- The permit is only valid for the vehicle registered on the account. You can include two registration numbers but, only one vehicle may be used at any one time.
- It is the responsibility of the account holder to ensure the virtual permit is assigned to the correct vehicle.
- The Council reserves the right to amend these terms and conditions, application procedures and the relevant Traffic Regulation Orders at any time.
- Permits are valid for a 12-month period and will need to be renewed by the permit holder each year by logging into their online permit account. Whilst every effort will be made to send reminder emails to the account holder prior to expiry date, it is the permit holder’s responsibility to renew.
- Permit prices are reviewed annually.
- Permits are the property of the Council and can be cancelled at any time. Reasons why the Council may cancel a permit include:
- The Permit Holder has ceased to be eligible under these terms and conditions or the relevant Traffic Regulation Order.
- Any other reason the Council deems is misuse or detrimental to the Permit Parking scheme.
By applying for or purchasing any type of permit, the applicant:
- certifies that all the information that the applicant has given in the application process is correct.
- accepts the Council’s terms and conditions as varied from time to time together with any terms and conditions stated on the letter to which the permit is attached at the time of issue.
- agrees to be bound by and comply with the relevant Traffic Regulation Orders which may be varied from time to time.
Permit holders are required to move their vehicle if requested to do so by a Civil Enforcement Officer, Car Park Officer or by the Police.
Not complying with the terms and conditions may result in the issue of a Penalty Charge Notice (PCN).
Change of vehicle
When you change your vehicle you should immediately register your new vehicle on your account. Your permit is only valid on the vehicle which matches the registration number registered on your online account.
Refunds
If you no longer require your virtual permit you may apply for a refund. Please visit your online account and select the option cancel permit.
An administration fee of £13.20 will be deducted per virtual permit cancelled.
Refunds are calculated on how many full calendar months remain on your virtual permit. No refunds will be given where the amount owing is the same as or less than the administration fee.

This privacy notice explains how St Albans City & District Council (the Data Controller) will use any personal information we collect about you when you use our services, when you are paying a penalty charge notice or applying for a parking permit.
What information do we collect about you?
The information that the Council will collect varies depending on how you use the Council’s Services. We are using the information provided in this case because we have a legal obligation (Art. 6(1)(c) of the UK General Data Protection Regulation (UK GDPR)). This means we collect your personal information from you so that we can carry out a function we are required by law to carry out. In this case we are collecting personal information so that we can process your penalty charge notice or your application for a parking permit.
If you’re providing us with special category personal information (such as details about your health) we will be processing this under Art. 9(2) of the UK GDPR.
How will we use the information about you?
We use the information to process your application for a parking permit or to deal with your penalty charge notice. Where you have agreed to do so, to enable us to process your permit application we will share your data with the Council Tax and/or Housing Benefits Departments.
We will not share the personal information we hold with any external organisations except for partner organisations. By partner organisations we mean contractors and the Court Service where sharing your data is necessary to deal with your matter. We may be required to share your personal information with the Police, Internal Audit or similar agency, or another Council for the purposes of preventing and detecting fraud.
We will ensure that all personal information is kept securely.
How long will we keep this information?
We will destroy this personal information 7 years from the date we close the penalty charge notice case or from the date we close the case on your parking permit. This means we will securely destroy the information once we no longer need it.
Individuals’ Rights
You have a right to request a copy of the personal information that we hold about you. If you would like a copy of some or all of your information, please contact foi@stalbans.gov.uk and ask for a subject access request.
If you consider we hold inaccurate personal information about you, you can contact us to ask for this information to be corrected. We will consider your request and respond within one month. Please contact GDPR@stalbans.gov.uk

- After parking, on arrival, customers must take the barrier entry ticket to be validated at the Customer Services window Level 1a, Drovers Way section. It is next to ShopMobility. The main entrance to this section is directly opposite Travelodge.

Step 3: Create an account
Please note - the system we use to manage virtual permits is called PermitSmarti. This is not part of My St Albans and this is not an app you need to download.
- If you are only applying for a senior citizen permit, please choose ‘Car Park User Account’ in our new system
- If you need a resident's permit and a senior citizen permit please set up a ‘Resident Account’ to apply for both permits

Step 4: Apply
- After you have applied, you will receive email confirmation of the start date of your valid permit, there is no paper permit, it is now virtual.
- You will only need to display the paper clock in your dashboard showing your time of arrival. If you do not have a clock, please contact the Council
- Your permit is not valid until it has been issued: an application alone does not cover your vehicle to be parked in a location that requires a permit. If a vehicle is parked without a valid permit, it is at risk of receiving a Penalty Charge Notice.
