Car park permit (season ticket)
What this permit allows you to do
A car park season ticket allows permit holders to park in Council car parks. Car Park Permits (season tickets) are available across all St Albans City and District Council managed car parks.
Who can apply for a car park season ticket:
- Anyone can apply for a car park season permit.
- To apply you must create an account - see steps below - or use your existing account.
- Residents: if you are a St Albans resident, you can do this through a resident account
- Businesses: for a business you must create a business account.
Cost:
- Individual Site £1,000 (annual)
- Multi-Site £1,140 (annual)
- Drovers Way / Russell Avenue £1,165 (annual)
- Senior Citizen permits £40.00 (annual) - to be eligible for the Senior Citizen permit you must also be receiving housing benefit or council tax reduction.This does not include the single person discount.
Admin / replacement season ticket or permit £13.50
All Council parking permits are virtual permits. You will not receive a paper permit.

Permit types
• Individual site – named surface car park.
• Multi-site – can be used in all St Albans and Harpenden surface car parks.
• Multi-story – Drovers Way Car Park or Russell Avenue Car park – these are barrier- controlled car parks in St Albans City Centre.
Car Park Season Ticket Conditions of Use
• It is the responsibility of the applicant to ensure that the correct details are provided when applying for the permit. Incorrect details could result in a Penalty Charge Notice being served.
• Permits will need to be renewed by the permit holder each year by logging into their online permit account. Whilst every effort will be made to send reminder emails to the account holder prior to expiry date, it is the permit holder’s responsibility to renew.
• Permit prices are reviewed annually, and any changes made through a Notice of Variation on the Councils Website and in the Press.
• A valid permit allows the holder to park within the car park specified on the permit account.
• The vehicle must be parked within the allocated parking bay markings.
• A parking permit does not entitle the holder to park in a suspended bay.
• The Council cannot guarantee the permit holder a parking space in the chosen car park. If there is no space in the named car park the permit can’t be used in any other council car park.
• A Season Permit does not entitle the holder to park on access roads, verges, landscaped areas, or any restricted areas within the car parks other than authorised parking bays.
• It is the responsibility of a season permit holder to read and comply with the Terms & Conditions of the car park they are using.
• Permits are not transferable and can only be used by the registered account holder.
• Permit holders are required to move their vehicle if requested to do so by a Civil Enforcement Officer, Car Park Officer or by the Police.
• Not complying with the terms and conditions may result in the issue of a Penalty Charge Notice (PCN).
• The permits can only be applied for on a vehicle not exceeding 5.25m in length and 2.28m in height during the hours of operation and the vehicle must be fully contained within a bay.
• If you wish for multiple vehicles to be parked in a car park at the same time, you must apply for separate permits for each vehicle to be covered.
• If you change your vehicle, or it is temporarily unavailable (e.g. if you have a courtesy car while your usual vehicle is repaired), please log into your account and change the vehicle on your permit immediately. The permit is only valid for the vehicle shown on the account.
• Permits can be withdrawn without notice in instances where a permit holder does not park considerately any other reason the Council deems is misuse or detrimental to the Permit Parking scheme.
• Car parks can not be used for the long-term storage/parking of vehicles and may be removed.
• Vehicles must not park in bays allocated to sole users, such as NHS bays.
• The Council reserves the right to amend these terms and conditions, application procedures and the relevant Traffic Regulation Orders at any time.
• Your permit is not valid until it has been issued: an application alone does not cover your vehicle to be parked in a location that requires a permit. If a vehicle is parked without a valid permit, it is at risk of receiving a Penalty Charge Notice.
Drovers/Russell Car Parks
• You must return the barrier card to the Council if the permit is no longer required or if you change or stop using the car shown on it.
• We offer one free replacement; subsequent replacements will incur an administration fee of £13.20 plus VAT.
• If your barrier card becomes damaged or is lost, please contact the Season Ticket team. No refund can be given for the loss of a permit and replacement permits can only be obtained at a charge of £13.20 plus VAT.
• The barrier card is the responsibility of the user to carry. If you have forgotten your barrier card, you will need to take a ticket and will be expected to pay for the duration of your stay.
Cancellations and Refunds
• If you no longer require your virtual permit you may apply for a refund. Please visit your online account and select the option cancel permit. If the permit was paid up front, in full, a refund will be calculated for any full remaining months.
• An administration fee of £13.20 will be deducted per virtual permit cancelled. No refunds will be given where the amount owing is the same as or less than the administration fee.

Privacy Notice for parking permits and penalty charge notices (PCN)
This privacy notice explains how St Albans City & District Council (the Data Controller) will use any personal information we collect about you when you use our services, when you are paying a penalty charge notice or applying for a parking permit.
What information do we collect about you?
The information that the Council will collect varies depending on how you use the Council’s Services. We are using the information provided in this case because we have a legal obligation (Art. 6(1)(c) of the UK General Data Protection Regulation (UK GDPR)). This means we collect your personal information from you so that we can carry out a function we are required by law to carry out. In this case we are collecting personal information so that we can process your penalty charge notice or your application for a parking permit.
If you’re providing us with special category personal information (such as details about your health) we will be processing this under Art. 9(2) of the UK GDPR.
How will we use the information about you?
We use the information to process your application for a parking permit or deal with your penalty charge notice. We will share your data with the Council Tax Department where you have agreed to this so that we can process your parking permit.
We will not share the personal information we hold with any external organisations except for partner organisations. By partner organisations we mean contractors and the Court Service where sharing your data is necessary to deal with your matter. We may be required to share your personal information with the Police, Internal Audit or similar agency, or another Council for the purposes of preventing and detecting fraud.
We will ensure that all personal information is kept securely.
How long will we keep this information?
We will destroy this personal information 7 years from the date we close the penalty charge notice case or from the date we close the case on your parking permit. This means we will securely destroy the information once we no longer need it.
Individuals’ Rights
You have a right to request a copy of the personal information that we hold about you. If you would like a copy of some or all of your information, please contact foi@stalbans.gov.uk and ask for a subject access request.
If you consider we hold inaccurate personal information about you, you can contact us to ask for this information to be corrected. We will consider your request and respond within one month. Please contact GDPR@stalbans.gov.uk.
