Access Permit for Council car parks
What this permit allows you to do
An Access Permit allows you to park within Council car parks for up to three hours, once a day.
Cost: £190 a year
All Council permits are ‘virtual’ permits. You will not receive a paper permit to put in your car. You will receive a Council-issued paper clock that you will need to display. Please follow the steps below.

Step 1: Check you are eligible
You can apply for this permit if all these apply to you:
- you must be 70 years old or over, and
- be a resident of the district, and
- your address must be your 'main residence' where you would normally spend approximately four nights a week there, and
- you must be the registered keeper of the vehicle (if you are applying for two cars, you must be the registered keeper of both vehicles)

Access Permit Terms and Conditions
Qualification- To qualify for the Access Permit you must:
- Be a resident of the district, and
- Your address must be your 'main residence' you would normally spend approximately four nights a week there, and
- Be the registered keeper of the vehicle (if you are applying for two vehicle registration marks (VRM) you must be the registered keeper of both vehicles), and
- Be 70 years old or over.
- Maximum of 2 permits per household.
Application Criteria - Proof
You must provide proof of your age. You will be able to scan your proofs (or take a photo of them) as part of this application and upload them to your online account. The following documents will be acceptable and must be in the name of the applicant:
- Driving licence issued to the applicant at the St Albans district address.
- A copy of the vehicle(s) registration document (V5C) this will need to be in your name and address of the property.
- A copy of the Hire or Lease agreement from a ‘registered organisation’ on headed paper that includes your name and address of the property within St Albans City and District.
Please note - This permit is virtual*, applications must be made online, however:
- If you are unable to apply online yourself, you may want to ask a member of your family to help you do this.
- If you do not have access to the internet, you can use public access computers at libraries throughout the district.

Once your application is approved, your Council issued paper clock will be sent out to you via post, you are unable to use your permit until the clock is received.
* A virtual permit is an electronic paperless record which removes the need to display a paper permit in your vehicle. The system we use to manage virtual permits is called PermitSmarti. This is not an app you need to download, and it is not part of your My St Albans Account.
Permits are valid only once your eligibility has been approved.
Access Permit Conditions of Use
The permit allows the holder up to 3 hours free parking at all St Albans City and District Council car parks. A full list of applicable car parks can be found at www.stalbans.gov.uk/car-parks-and-street-pay-and-display
- The permit can only be used once per day.
- When parking at surface car parks (excluding Drovers Way and Russell Avenue), the clock must be displayed at the time of arrival. It is the permit holder’s responsibility to ensure that the clock is correctly displayed.
- At Drovers Way and Russell Avenue car parks, the account/ permit holder must validate their ticket on arrival. The account/ permit holder must be present to validate their ticket.
- You can validate your ticket at the Customer Services window Level 1a, Drovers Way section. It is next to ShopMobility. The main entrance to this section is directly opposite Travelodge.
- The permit is not transferable and can only be used by the registered account holder.
- The permit is only valid for the vehicle(s) registered on the account. You can include up to two VRMs, but only one vehicle may park using the permit at any one time.
- It is the responsibility of the account/ permit holder to ensure that the virtual permit is assigned to the correct vehicle. This can be done through your online permit account.
- The permit does not entitle the holder to park in a suspended bay.
- The vehicle must be parked within the confines of the parking space.
- Permits can only be issued to a vehicle up to 5.25m in length and 2.28m in height and a maximum of 8 seats. If a permit is issued and the vehicle is found to exceed these specifications, the permit will be withdrawn.
- Purchasing this permit does not guarantee you a space at a car park.
- Permits are the property of the Council and can be cancelled at any time. Reasons why the Council may cancel a permit include:
o The permit holder has ceased to be eligible under these terms and conditions or the relevant Traffic Regulation Order.
o Any other reason the Council deems is misuse or detrimental to the Permit Parking Scheme. - By applying for or purchasing any type of permit, the applicant:
o Certifies that all the information that the applicant has given in the application process is correct.
o Accepts the Council’s terms and conditions as varied from time to time.
o Agrees to be bound by and comply with the relevant Traffic Regulation Orders which may be varied from time to time. - Permit holders are required to move their vehicle if requested to do so by a Civil Enforcement Officer, Car Park Officer or by the Police.
- Permit prices are reviewed annually.
- Permits are valid for a 12-month period and will need to be renewed by the permit holder each year by logging into their online permit account.
- Whilst every effort will be made to send reminder emails to the account holder prior to the expiry date, it is the permit holders’ responsibility to renew.
- The Council reserves the right to review and amend these terms and conditions and application procedures.
- Subject to consultation and approval, the underlying Traffic Regulation Order may also be reviewed, amended or revoked.
- Not complying with the terms and conditions may result in the issue of a Penalty Charge Notice (PCN).
- We may ask permit holders to re-submit proof of residency at any time.
Change of Vehicle
When you change your vehicle you should immediately register your new vehicle on your account. Your permit is only valid for the vehicle which matches the registration number registered to your online permit account. You must provide the documents from the ‘proof of vehicle ownership’ section.
Your new vehicle will not be covered by the permit until it shows on your permit account, check your account before parking. Requests are usually processed within 3-5 business days, but this may be longer during busy periods.

Refunds
This permit is non-refundable.
Renewing a permit
We aim to notify you when your permit is due to expire by email, or post if we do not have an email address for you. Reminders are sent as a courtesy measure only and are not a legal obligation.
You are fully responsible for renewing your permit in time to avoid penalty charge notices.
Criminal offence
It is a criminal offence if, with intent to deceive, you knowingly make a false statement, supply false documentation or forge documents to get a parking permit for yourself or others. St Albans City and District Council may prosecute if the council believes this to be the case.

This privacy notice explains how St Albans City & District Council (the Data Controller) will use any personal information we collect about you when you use our services, when you are paying a penalty charge notice or applying for a parking permit.
What information do we collect about you?
The information that the Council will collect varies depending on how you use the Council’s Services. We are using the information provided in this case because we have a legal obligation (Art. 6(1)(c) of the UK General Data Protection Regulation (UK GDPR)). This means we collect your personal information from you so that we can carry out a function we are required by law to carry out. In this case we are collecting personal information so that we can process your penalty charge notice or your application for a parking permit.
If you’re providing us with special category personal information (such as details about your health) we will be processing this under Art. 9(2) of the UK GDPR.
How will we use the information about you?
We use the information to process your application for a parking permit or to deal with your penalty charge notice. Where you have agreed to do so, to enable us to process your permit application we will share your data with the Council Tax and/or Housing Benefits Departments.
We will not share the personal information we hold with any external organisations except for partner organisations. By partner organisations we mean contractors and the Court Service where sharing your data is necessary to deal with your matter. We may be required to share your personal information with the Police, Internal Audit or similar agency, or another Council for the purposes of preventing and detecting fraud.
We will ensure that all personal information is kept securely.
How long will we keep this information?
We will destroy this personal information 7 years from the date we close the penalty charge notice case or from the date we close the case on your parking permit. This means we will securely destroy the information once we no longer need it.
Individuals’ Rights
You have a right to request a copy of the personal information that we hold about you. If you would like a copy of some or all of your information, please contact foi@stalbans.gov.uk and ask for a subject access request.

Step 3: Create an account
Please note - the system we use to manage virtual permits is called PermitSmarti. This is not part of My St Albans and this is not an app you need to download.
- If you already have an account for a Resident's Permit you can go use that account to apply for an Access Permit
- If you are only applying for a Access Permit, please choose ‘Car Park User Account’

Step 4: Apply
- After you have applied, you will receive email confirmation of the start date of your valid permit, there is no paper permit, it is now virtual.
- Your permit is not valid until it has been issued and you have received the Council-issued paper clock: an application alone does not cover your vehicle to be parked in a location that requires a permit. If a vehicle is parked without a valid permit, it is at risk of receiving a Penalty Charge Notice.
- Once your application has been approved, you will receive your Council-issued clock within a few days.
- You will only need to display the paper clock in your dashboard showing your time of arrival. If you do not have a clock, please contact the Council
