Pavement Licensing

St Albans City and District Council have responsibility of licensing tables and chairs on the highway (pavement licensing), as set out in the Business and Planning Act 2020.

Premises that place tables and chairs on the public highway (as defined in the Highways Act 1980) within the district, must apply for a pavement licence.

We have a policy which provides a consistent approach to the issuing of licences, which will allow furniture such as tables and chairs to be placed upon pavements.

Notes:

The licensing of tables and chairs on the public highway now falls under the Business and Planning Act 2020.

Fees are currently set as £100 for grant and renewal, this is under review and will be updated soon.

A boards are still the responsibility of Hertfordshire County Council Highways, information can be found here.

While the policy is still in use, references to transferring licences, the fees and anything to do with the Highways Act 1980 are no longer relevant. The policy will be updated following the general election.
