Street traders review

Residents are being asked if they would like to see more street traders operate in St Albans City centre on non-market days.

The public consultation follows suggestions that a wider variety of traders could improve the atmosphere as well as attract extra shoppers to boost the local economy.

Currently, up to four street traders are allowed to operate in St Peter’s Street at any one time outside of market days.

Councillor Maxine Crawley, Chair of the Licensing and Regulatory Committee of St Albans City and District Council, said: “We are looking to see if people think that four is too restrictive.

“It may be that they want more choice.

“There are innovative traders out there who can add vibrancy, diversity and excitement to the area.

“We have the discretion to ensure new traders would not duplicate the shops and stalls that are already there. We are looking for something different, traders that would add real quality of the high street.”

Street traders are defined as people offering any item for sale in the street such as flowers, arts and crafts, artisan breads, jewellery or exotic foods. 

They require a licence to operate from the Council and an increase from the four currently allowed would require a change to the Council’s licensing policy.

Now people are being asked for their views.

All interested parties – including community groups, businesses and individuals - have until Thursday 8 October to let the Council know what they think.

All their contributions will be considered by Councillors from the Licensing and Regulatory Committee before any policy change is voted on.

Councillor Crawley said: “This consultation is aimed at finding out how the public think we should go forward.

 “We want to hear from anyone with an interest in the high street. All issues raised will be considered before any decisions are made about allowing an increase to the number of street traders.”
