As part of wider changes to the planning system introduced by the Planning and Compulsory Purchase Act 2004, provision was made for Local Plans to automatically “expire” after 27th September 2007 unless “saved”, in whole or in part, by the Secretary of State (except those plans less than three years old).
On 14th September 2007, the Secretary of State issued a formal Direction to St Albans City & District Council under Paragraph 1(3) of Schedule 8 to the Planning and Compulsory Purchase Act 2004. This Direction saves specified policies of the District Local Plan Review 1994, ie they are still formally recognised as part of the development plan for St Albans.
The policies listed in the List of Saved Policies are therefore the remaining operational policies within the District Local Plan Review 1994. With effect from 28th September 2007, any policies not on the list have expired and are no longer part of the development plan. The District Local Plan Review 1994 should therefore be read with this in mind.

The Development Plan
The statutory Development Plan for St Albans District is constituted by a number of separate documents. The definition of the Development Plan is set out in Section 38 of the Planning and Compulsory Purchase Act 2004 (PCPA).
