Spatial Planning & Design (Planning Policy)

The Spatial Planning & Design Team is responsible for all aspects of planning policy in St Albans City and District. It aims to regulate the development and use of land in the public interest, promote quality of life, meet local needs and reconcile the demand for development with the protection of the environment. The aim is to ensure that all new development is of high quality, having considered all appropriate elements of urban design.

Current adopted Local Plan

The local planning policies for St Albans District are the saved policies set out in the District Local Plan Review 1994, which is the current adopted Local Plan.

Local Development Scheme (LDS)

The LDS is essentially a timetable of draft key dates for the Strategic Local Plan (SLP) and the Detailed Local Plan (DLP). It comprises the Council's three-year work programme. The latest summary table from the LDS, as prepared for the Planning Policy Committee on 15 September 2015 is available below.

Much of the work of the Spatial Planning Team is endorsed by elected Members through committees. The Planning Policy Committee decides the delivery of the work program and is moving positively forward with the LDS.

Strategic Local Plan

A pre-submission publication draft of the strategic local plan was published for regulation 19 stage from 8 January to 19 February 2016.

The response to the publication draft plan is available for viewing on our consultation portal. At the publication stage, responses on the plan had to be made with regard to the soundness and legal compliance of the polices and proposals. Following the publication and analysis of the representations received, the plan was signed off by Cabinet on 21 July 2016 for submission to the Secretary of State.

The submission version of the Strategic Local Plan includes:

  • publication Draft of the St Albans Strategic Local Plan (2011-31) dated 2016
  • schedule of proposed minor modifications to the Strategic Local Plan (2011-31)
  • Strategic Local Plan sustainability appraisal report (Dec 2015) and addendum (July 2016)
  • All of these documents as well as all of the background documentation to the Local Plan can be accessed here.

An independent inspector has been appointed to conduct a public examination into the Strategic Local Plan. Details of the public examination are available here.

Consultation Draft Detailed Local Plan

A consultation draft of the Detailed Local Plan was published for Regulation 18 from 9 November to 21 December 2016.

Responses to the consultation draft plan will be available for viewing on our online consultation portal, which can be accessed at www.stalbans.gov.uk/dlp.

Community Infrastructure Levy (CIL)

An informal six week consultation, ending April 2014, on the Preliminary Draft Charging Schedule, can be viewed, along with comments received.

Local Plan Evidence Base

The Local Plan Evidence Base library contains a large number of Technical Reports, Studies and Reviews that have been undertaken by, commissioned by or involved the District Council to inform the plan-making process.

Strategic Housing Land Availability Assessment

The Strategic Housing Land Availability Assessment (SHLAA) Update 2016 is available to view and comment on from 22/02/2016 to 04/04/2016.

Neighbourhood Planning

The Council is very supportive of Neighbourhood Planning as a process.

Other Spatial Planning & Design Team responsibilities

The Spatial Planning & Design Team provides internal advice and evidence to support development management decisions and advise the Council about the implications of national, regional, sub-regional, County and local planning issues. It is also responsible for producing the Authorities Monitoring Report, Housing Monitoring Report, Shopping Monitoring Report and other aspects of the Local Plan Evidence Base; technical studies and preparing site-specific planning briefs.

The team is also responsible for Conservation and Listed Buildings, which are of great importance in the District.
