The Council is very supportive of neighbourhood planning as a process. The Spatial Planning team has met a number of parish and town councils to discuss local priorities and the process of neighbourhood planning in their areas. The Spatial Planning team continues to offer meetings with parish councils and other neighbourhood groups when requested.

Neighbourhood plans must be in general conformity with the strategic policies of the adopted development plan for the local area. The latest position on the Council’s Strategic Local Plan can be viewed here.

For assistance the Council will keep this website up to date with links to the most relevant websites for advice on neighbourhood planning.

The Council is also a member of the Look! St Albans 'Our Community Voice on Design' Representatives Group. Look! St Albans is a community-led organisation working with the Council and other interested parties, including developers and architects, to achieve a broadly-supported consensus in designing some key city centre buildings and surrounding open spaces, at the outline and full planning application stage. Look! St Albans was initially supported by the Prince's Foundation for Building Community through grant funding from the Department of Communities and Local Government 'Communities and Neighbourhoods in Planning' programme.

Below is a list of Neighbourhood Plan Areas that the Council has designated.

  • Redbourn Neighbourhood Plan Area. On 21 November 2013, St Albans City & District Counci's Cabinet approved the designation of the Neighbourhood Plan Area for Redbourn. The Neighbourhood Plan Area covers the current parish boundary as shown on this  map  
  • Colney Heath Neighbourhood Plan Area. On 27 February 2014, St Albans City & District Council's Cabinet approved the designation of the Neighbourhood Plan Area for Colney Heath. The Neighbourhood Plan Area covers the current parish boundary as shown on this  map .
  • Sandridge Neighbourhood Plan Area. On 24 April 2014, St Albans City & District Council's Cabinet approved the designation of the Neighbourhood Plan Area for Sandridge.The Neighbourhood Plan Area covers the current parish boundary as shown on this  map .
  • St Stephen Neighbourhood Plan Area. On 23 April 2014, St Albans City & Ditrict Council's Cabinet approved the designation of the Neighbourhood Plan Area for St Stephen. The Neighbourhood Plan Area covers the current parish boundary as shown on this  map  
  • Wheathampstead Neighbourhood Plan Area . On 21 July 2015, St Albans City & District Council’s Cabinet approved the designation of the Neighbourhood Plan Area for Wheathampstead. The Neighbourhood Plan Area covers the current parish boundary as shown on this map  
  • Harpenden Town and Harpenden Rural Parish Councils. On the 17th March 2016, St Albans City & District Council’s Cabinet approved the designation of the Neighbourhood Plan Area for Harpenden Town and Harpenden Rural Parish. The Neighbourhood Plan Area covers the current parish boundaries as shown on this map

Neighbourhood Plan Area Consultations

Below is a list of applications which the Council has received for the designation of Neighbourhood Plan areas.

Planning Policy Committee on 5 January 2016 received a report which provided an update on recent engagement with town and parish councils on potential small scale neighbourhood level residential development. It was noted that meetings with the town and parish councils had taken place in December 2015 and January 2016.
