Business health and safety
The Business Compliance team within Community Services is responsible for the enforcement of the Health and Safety at Work Act and associated legislation in approximately 3,000 premises; these include offices, shops, warehouses, consumer services and entertainment venues.

Accidents occurring in premises we enforce are investigated and appropriate action taken to prevent similar incidents in the future. Advice and information on occupational health and safety is freely available to the general public and to businesses.

Cooling towers and evaporative condensers
There has been a rising trend over recent years of outbreaks of Legionnaires disease associated with wet cooling systems (cooling towers and evaporative condensers). These usually result in serious cases of infection and sometimes fatalities. They also cause considerable public concern and absorb substantial resources from the enforcing authorities.
There is a duty under the Notification of Cooling Towers and Evaporative Condensers Regulations 1992, for occupiers of business premises to notify the relevant local authority (St Albans and City District Council) in writing of details of any cooling towers and evaporative condensers at their premises. The exception is where the cooling tower or evaporative condenser contains no water that is exposed to air and/or their water or electricity supply is not connected. The requirement is to notify St Albans City and District Council, regardless of whether the business is enforced by St Albans City and District Council or Health and Safety Executive (HSE).
Requirement to notify is to assist either St Albans City and District Council or HSE in investigating outbreaks of Legionnaires disease.

On receipt, we will add the notification to the public register. Usually, there will be no further requirement for us to contact you. This would only happen if further clarification is required.
If you have not heard from the Council within 28 consecutive days of the receipt of the notification, the registration is complete. There is no fee for the notification.
EUGO Portal
It is a requirement under 6(2) of regulation (EC) No 852/2004 for food premises to register with their local authority (for exemption see below). We maintain a public register for food premises available on this website.
The registration will then be followed up by the establishment of an inspection programme for each premises, to ensure that food safety legislation and guidance is adhered to and public health is protected.
